Join the Environmental Law Institute and expert panelists for a comprehensive overview of the U.S. legal and regulatory framework related to the commercial mining of minerals in areas beyond national jurisdiction. Attendees will learn about the history of the Deep Seabed Hard Mineral Resources Act (DSHMRA), the law’s substantive requirements, permitting processes for exploration and commercial recovery activities, and opportunities for stakeholders to engage in those processes.

Additionally, we will discuss other U.S. federal legislation related to seabed mining activities in international waters and relevant international law considerations, including the United Nations Convention on the Law of the Sea. Panelists will also discuss outstanding questions related to seabed mining in international waters, including those concerning enforcement of DSHMRA permits, mining rights, obligations of entities involved in seabed mining activities, and more.
